WAPA and Office of Disaster Recovery sought bids for replacement power generation on St. Croix and St. Thomas

The Virgin Islands Water and Power Authority and the Office of Disaster Recovery’s Super Project Management Office said on June 25, 2025, that they had released a solicitation for progressive design-build services to replace power generation infrastructure on St. Croix and St. Thomas.

The solicitation covered replacement of existing generation equipment at the Richmond Power Plant on St. Croix and the Randolph Harley Power Plant on St. Thomas.

According to the release, the bid package was issued on June 11, 2025, and was structured for two standalone project sites with a preferred delivery schedule running concurrently.

Interested contractors were instructed to request access to bid package RFP 005-2025-STX/STT by email. Site visits were scheduled for July 2025, and proposals were to be submitted by email by August 8, 2025, at 4 p.m. Atlantic Standard Time.
