WAPA board approved electric COO and CFO selections

The Virgin Islands Water and Power Authority’s governing board approved two leadership selections at a special meeting on December 6, 2024, naming Lemuel Lavinier chief operating officer of electric and Lorraine Kelly chief financial officer.

WAPA said Lavinier joined the authority after serving as superintendent of electric power for the City of Orangeburg Department of Public Utilities in South Carolina. The authority said he had more than 22 years of experience in power system operations, construction and sustainable energy management, and that he also served on the board of Dominica Electricity Services Ltd.

Kelly had served as WAPA’s interim chief financial officer since December 2023 before being approved for the permanent role on December 6, 2024. WAPA said she had experience in financial leadership in utilities, logistics and Fortune 500 companies.
