WAPA CEO said utility faced financial strain in Public Power Week message
Virgin Islands Water and Power Authority Chief Executive Officer and Executive Director Karl Knight said in a message published on October 9, 2025, that the utility remained under financial strain as Public Power Week was observed.
Knight said WAPA was making "hard choices" as it tried to manage financial pressures without increasing the burden on ratepayers. He said the authority was cutting operating expenses while trying not to compromise equipment, materials and fuel needed to keep power plants running.
