Bryan signs Act No. 9047 authorizing $2.77 million for partial November SNAP benefits during federal shutdown

Gov. Albert Bryan Jr. signed Bill No. 36-0202 into law as Act No. 9047 on Oct. 31, 2025, authorizing $2.77 million from the Budget Stabilization Fund to provide Supplemental Nutrition Assistance Program recipients with 50% of their November benefits during the federal shutdown.

The 36th Legislature passed the bill during its Oct. 30, 2025 session. Government House said the Department of Finance and the Department of Human Services coordinated operations before the bill reached the governor, and checks began going out by mail as he signed the measure.

According to the announcement, each SNAP household was to receive a check equal to half of its normal November allotment. Payments were scheduled to be mailed on Nov. 1, 2025, to the address on file for each household, with standard mail delivery times applying.

The measure drew on the territory's Budget Stabilization Fund.
