U.S. Virgin Islands issued half of November SNAP benefits with local funds during federal shutdown

Gov. Albert Bryan Jr. announced on November 3, 2025, that the U.S. Virgin Islands had completed payment of half of November Supplemental Nutrition Assistance Program benefits to eligible households using local funds during the federal shutdown.

The Departments of Finance and Human Services mailed 10,603 checks on November 1, 2025, providing 50% of the normal November benefit to more than 20,700 residents, according to Government House.

The payments followed Bryan's signing of Act No. 9047, which authorized about $2.7 million from the Budget Stabilization Fund to cover November food assistance while federal disbursements were delayed.

Government House said Delaware, New Mexico, Louisiana, Virginia, Vermont and the District of Columbia also announced plans to use local funds to cover some or all November SNAP benefits.
