WAPA said Queen Mary Highway underground electrical upgrade on St. Croix was set to begin March 24

The Virgin Islands Water and Power Authority said J. Benton Construction, the contractor awarded the job, was scheduled to begin material staging and site preparation for an underground electrical upgrade along Queen Mary Highway on St. Croix on March 24, 2025.

WAPA said physical construction on Phase 1 of the three-phase project was set to begin on April 7, 2025, with substantial completion expected in the first quarter of 2026.

The authority said the eastbound lane on Route 70 would remain closed during each phase of the project once work began. Traffic control plans and detour signs were to be put in place, and motorists were advised to expect delays and follow posted signs and directions from flaggers and traffic personnel.

WAPA listed nearby institutions and sites in the project area, including St. Croix Central High School, Kingshill Lutheran Church, the St. Croix Curriculum Center, Superior Court of the Virgin Islands, Herbert Grigg Home for the Aged, the Department of Human Services Head Start, the University of the Virgin Islands' Albert A. Sheen Campus, St. Croix Educational Complex High School, St. Croix Vocational School, the Virgin Islands Research and Technology Park, Virgin Islands Housing Authority Aureo Diaz Heights, Estate Castle Burke Site I and Site II, and the St. Croix Agricultural Fairgrounds.

The authority said additional public notices would be issued as the project progressed.
