Government House says Beeston Hill rezoning bill under review differs from Bryan proposal

Government House said on February 23, 2026, that rezoning legislation submitted by Gov. Albert Bryan Jr. for part of Estate Beeston Hill, South Portion, St. Croix, was different from the version the 36th Legislature had announced it was considering.

According to Government House, Bryan’s proposal would have amended the St. Croix zoning map to rezone about 15.942 acres of the remainder of Estate Beeston Hill, South Portion, Matricular No. 6A, Company Quarter, from R-1 residential low density to B-2 business secondary neighborhood, as shown on survey drawing A9-3C008.

Government House said the governor’s bill also included provisions limiting development to a 24-unit clustered residential project on 3 to 4 acres, including a playground, green space and an outdoor meeting space. It said the measure would have barred any other development on the property unless the Legislature gave express consent.

The proposal also would have required that the restriction on development without legislative consent run with the land in perpetuity, regardless of ownership, according to Government House.

Government House said the version being considered by lawmakers had removed those latter two sections.
