Bryan said government was advancing self-funded health insurance plan for employees

Gov. Albert Bryan Jr. said on Sept. 15, 2025, that the Virgin Islands government was moving ahead with plans to shift government employees from a fully insured health plan to a self-funded system.

Bryan announced the update during the weekly Government House press briefing after a meeting in the prior week with the Government Employees Service Commission board.

According to Government House, the GESC's consulting partner, the Gehring Group, was conducting an internal study scheduled for completion by December 2025. The study was expected to outline steps and structural requirements for the transition, including creation of a revolving fund to manage claims.

After the study is completed, the government planned to issue a request for proposals through the Department of Property and Procurement for carriers and administrators to help design and manage the self-funded plan.
