Bryan says bids opened for Veterans Drive Phase 2 and Charlotte Amalie harbor dredging

Gov. Albert Bryan Jr. said during a Government House briefing on St. Thomas on November 10, 2025, that the solicitation period had opened on November 7 for two public infrastructure projects: Phase 2 of the Veterans Drive Modernization Project and the Charlotte Amalie Harbor Dredging Project.

Public Works Commissioner Derek Gabriel said on St. Thomas that the 1st Avenue Drainage Project and the Lindbergh Bay Culvert Repair Project were complete. He said the department planned to begin rehabilitation and paving of Julian Jackson Drive in December 2025, from the airport turnoff to the University of the Virgin Islands, and that the Downtown Charlotte Amalie Drainage Rehabilitation Project and the Meader Place retaining wall in Bordeaux were expected to be completed by the end of December.

On St. Croix, Gabriel said the Peters Rest Paving Project had been completed and Diamond Ruby paving was expected to be finished in December 2025. He said the Leonardo Trotman Drive Project had been awarded and was scheduled to begin at the start of 2026, temporary repairs to the Hams Bluff bridge were underway, Mahogany Road paving was continuing, and lighting on the Melvin Evans Highway had been completed.

Gabriel said bids for the Charlotte Amalie Harbor Dredging Project were due by January 9, 2026. He said the Virgin Islands Port Authority would evaluate bids in January, with a board award expected in February 2026. Dredging was anticipated to begin in July 2026 and last about 13 months, with completion expected by July 2027.

Bryan also said no administrative leave would be granted to government employees for the Uber Soca Cruise event scheduled for November 19, 2025, on St. Thomas. He said administrative leave would be granted on November 28, 2025, the day after Thanksgiving.

He also noted Veterans Day parades scheduled for November 11, 2025, on St. Croix and St. Thomas, and the Bordeaux Agricultural Fair scheduled for November 22, 2025.
