Acting governor approves five bills passed by 36th Legislature

Acting Gov. Tregenza A. Roach approved five bills passed by the 36th Legislature during its Nov. 18, 2025 regular session, according to Government House.

The measures were transmitted to Government House on Nov. 20, 2025, for consideration while Gov. Albert Bryan Jr. was out of the territory.

Roach approved Bill No. 36-0086, which amended Virgin Islands law related to the Caregivers Leave Act; Bill No. 36-0135, which amended Virgin Islands law on expedited building permits; Bill No. 36-0138, which authorized the transfer of designated Subbase parcels to the Virgin Islands Port Authority for the Crown Bay District Redevelopment Project; Bill No. 36-0148, which required the Virgin Islands Taxicab Commission to implement an electronic payment system; and Bill No. 36-0196, which appropriated excess debt service reserve funds for capital projects and allocated $2 million from the St. Thomas Capital Improvement Fund for completion of the Leonardo Nardo Trotman Drive Expansion Project.

Government House said Roach also formally acknowledged Resolution No. 1922, honoring seven-year-old twins Kruz and Stefon Wilson for saving a drowning man at Magens Bay Beach, and Resolution No. 1923, honoring Austin A. Venzen posthumously for his work in music education and community performance.

The statement also said Roach noted the Legislature's favorable action on the nominations of Venetia H. Velazquez and Melanie L. Turnbull to the Superior Court, Jennifer M. Matarangas-King as Tourism commissioner, and Bernesha B. Liburd as economist on the Virgin Islands Cannabis Advisory Board.
