Ground broken for $121.6 million reconstruction of D. Hamilton Jackson Terrace on St. Croix
Gov. Albert Bryan Jr., the Virgin Islands Housing Authority and project partners marked the groundbreaking for the $121.6 million reconstruction of D. Hamilton Jackson Terrace on March 14, 2025.
The project covers the 106-unit affordable housing development in Christiansted, which was originally built in 1954. Government House said the redevelopment is intended to strengthen storm resilience and preserve the site’s long-term affordability.
The 14-building complex is slated for upgrades including hurricane-resistant windows, reinforced entryways, flood-mitigation systems, plumbing and electrical improvements, security upgrades, backup generators, and expanded community facilities. The project also includes energy-efficiency measures such as EnergyStar appliances, LED lighting, low-water-use fixtures and solar photovoltaic systems, according to the announcement.
Government House said the work is supported through the U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration program. Other financing sources listed were HUD’s Community Development Block Grant-Disaster Recovery Program, FEMA’s Public Assistance Program, and low-income housing tax credits allocated by the Virgin Islands Housing Finance Authority.
Partners identified for the project included MDG Design & Construction, J. Benton Construction, Cost Control Company, Citi Community Capital and Goldman Sachs Asset Management.
