Bryan calls special session of 36th Legislature for July 31
Gov. Albert Bryan Jr. called the 36th Legislature of the Virgin Islands into special session for July 31, 2025, to consider three legislative proposals involving government employee health insurance, pension and salary rules for incumbent senators, and candidacy rules for government employees.
Government House said Bryan had announced his intent to convene the session during a June 30, 2025, press briefing and formally discussed the call during a July 7, 2025, briefing.
One proposal would direct the Government Employees Service Commission to issue a request for proposals to explore a self-funded health and dental insurance plan for government employees and retirees.
A second measure, titled the Double Dipping Repeal Act of 2025, would bar incumbent legislators from receiving both a government pension and a legislative salary at the same time.
The third proposal would repeal the requirement that government employees take a leave of absence when they declare their candidacy for public office.
Government House said members of the administration would be available on July 31, 2025, to provide testimony and answer questions on the measures.
