Bryan signed executive order creating process for gender-marker changes on Virgin Islands IDs

Gov. Albert Bryan Jr. signed Executive Order No. 543-2025 on Oct. 8, 2025, establishing a process for people in the U.S. Virgin Islands to request changes to the gender marker on government-issued identification documents.

The order directed executive branch agencies, including the Department of Health’s Office of Vital Statistics and the Bureau of Motor Vehicles, to amend gender designations on official documents upon request.

Under the order, a person age 18 or older, or a parent or guardian acting for a minor, may submit a written request to the issuing agency. The request must include either a statement signed under penalty of perjury by a licensed healthcare provider who has treated or evaluated the individual, confirming that the individual has an intersex condition and that a gender designation change is appropriate, or a judicial order from the Virgin Islands or another jurisdiction granting a gender change designation.

Once approved, the relevant executive department is to amend the individual’s identification documents. The revised documents are to use the term "gender" rather than "sex" for the designation.

Government House said no law or administrative process had existed to guide such changes before the order.
