Bryan signs tourism cooperation agreement with Ghana Tourism Authority

Gov. Albert Bryan Jr. signed a memorandum of understanding with the Ghana Tourism Authority on January 27, 2026, establishing a framework for cooperation between Ghana and the U.S. Virgin Islands in tourism development, cultural exchange, trade facilitation and investment promotion.

The agreement was signed during the USVI-Africa Mini Summit at The Westin Beach Resort and Spa at Frenchman’s Reef on St. Thomas.

According to Government House, the memorandum set objectives to strengthen bilateral tourism relations, promote two-way travel and destination marketing, align tourism development with trade and investment priorities, and increase engagement between communities and businesses in both jurisdictions.

The agreement covered five areas of cooperation: destination marketing and tourism collaboration; cultural and heritage exchange; airlift, cruise and maritime tourism; investment and private-sector engagement; and capacity building and institutional cooperation.

Government House said the memorandum provided for designated focal persons to coordinate activities and allowed for creation of a joint working committee to develop implementation plans, timelines and monitoring mechanisms.

The agreement took effect upon signature and was set to remain in force for five years, with renewal subject to mutual consent. Government House said it created no financial obligations for either party and that any future commitments would have to be agreed to separately in writing.
