Rhymer and Brooks sworn in as commissioners at Columban Hall

Julio A. Rhymer Sr. and Mario M. Brooks were sworn in on St. Thomas on Jan. 23, 2025, as director of the Office of Management and Budget and police commissioner, respectively.

The ceremony was held at Columban Hall of Holy Family Church. Gov. Albert Bryan Jr., Lt. Gov. Tregenza A. Roach and cabinet members attended. Superior Court Presiding Judge Debra S. Watlington administered the oath of office.

Rhymer previously served as director of the Office of Management and Budget, executive director and chief financial officer of the Virgin Islands Water and Power Authority, and chief financial officer of the Virgin Islands Housing Finance Authority.

Brooks previously served in the Virgin Islands Police Department's Special Operations Bureau and led the Criminal Intelligence Unit, Marine Unit and Special Response Team. He was appointed assistant commissioner of police in 2020 and holds the rank of lieutenant colonel in the Virgin Islands National Guard.
