WAPA board approved contract actions and received project updates at Nov. 22 meeting

The Virgin Islands Water and Power Authority said on Nov. 22, 2024, that an internal review of its metering and billing system had been completed and that work was focused on replacing outdated meters to reduce estimated billing.

WAPA said 1,100 meters had been received and distributed, with another 2,500 on order. The authority also said it planned an early December meeting with Tantalus, its automated metering infrastructure vendor, to discuss improvements to the existing system.

WAPA said power had been restored in the Bugby Hole community on St. Croix after recent service problems.

At the board meeting, members approved a no-cost, two-year extension for National Response Corporation to maintain compliance with the Oil Pollution Act of 1990.

The board also authorized negotiations for a three-year, $27 million contract with Wartsila for operations and maintenance of new reciprocating engines and a battery energy storage system at the Randolph Harley Power Plant. In addition, it approved an amendment to the Aggreko agreement for leased generation on St. Croix, extending it by up to two years at a cost not to exceed $18 million.
