WAPA board approved contracts for air-quality work, grid hardening and water-system rehabilitation

The Virgin Islands Water and Power Authority’s governing board approved a series of contracts and amendments at its August 28, 2025, meeting involving air-quality compliance, electrical-grid upgrades, water-system rehabilitation and credit facilities.

The board approved an amendment to WAPA’s agreement with Arcadis, a third-party air-quality engineering consultant, to continue work at the Randolph Harley Power Plant on St. Thomas.

Board members also approved a contract award to Haugland VI to build underground electrical infrastructure along Queen Street in Christiansted. WAPA said the project would connect to existing underground systems in downtown Christiansted and reduce reliance on overhead lines.

The board also approved an expansion of the Secondary Grid Hardening Plan through additional composite-pole installations in areas where undergrounding is not planned.

In addition, the board authorized a contract with Stanley Consultants to manage rehabilitation of the territory’s potable water systems. WAPA said much of the water distribution network was more than 40 years old and subject to leaks and service interruptions.

The board also approved extensions of existing credit facilities with First Bank and Banco Popular.
