Bryan signs order expanding enterprise zones and creating new commercial districts in St. Thomas and St. John
Gov. Albert Bryan Jr. signed an executive order expanding existing enterprise zones in Frederiksted, St. Croix, and the Garden Street and Upstreet areas of Charlotte Amalie, St. Thomas, according to a Government House announcement published Aug. 4, 2025.
The order also established new commercial zones in downtown Charlotte Amalie and in Cruz Bay, St. John.
Government House said the order was authorized under the Enterprise Zone Commission Act, Title 29, Chapter 19 of the Virgin Islands Code, and expanded existing enterprise zones to include additional properties.
The new commercial zones include parts of Charlotte Amalie along Veterans Drive, Guttets Gade, Wilmmelskafts Gade and Commandant Gade Over Vandet, and parts of Cruz Bay around Cruz Bay Creek, Frangipani Lane and Gallows Point.
Businesses in the designated areas became eligible for incentives through the Virgin Islands Economic Development Authority and the Enterprise Zone Commission. Government House said those incentives may include tax credits, facade improvement assistance and business development resources.
The changes took effect immediately. Government House said updated maps and application guidance would be published by the Enterprise Zone Commission in the weeks following the Aug. 4 announcement.
