Government regains legal control of Randall "Doc" James Racetrack site on St. Croix

Gov. Albert Bryan Jr. said on March 3, 2025, that the Virgin Islands government had regained legal control of the Randall "Doc" James Racetrack on St. Croix after reaching an agreement with VIGL Operations, LLC.

According to the administration, the agreement ended the existing contract for the project and returned full legal authority for redevelopment of the racetrack to the government.

Bryan said the contract had been executed in 2016. He said the government would begin evaluating redevelopment options and would provide additional details on next steps in the coming weeks.
