WAPA began rotating outages in the St. Thomas-St. John district on Nov. 20

The Virgin Islands Water and Power Authority said rotating outages were scheduled to begin at about 12 p.m. on Nov. 20 in the St. Thomas-St. John district after a delay in receiving liquefied petroleum gas at the Randolph Harley Power Plant.

WAPA said it activated all available diesel generation capacity after confirming the fuel delay, but said the temporary loss of LPG generation created a capacity shortfall that required a rotating outage plan to balance electrical load on St. Thomas and St. John.

The authority said the outages would follow a two-hour rotation schedule and that the sequence of feeder blocks would be released and updated as system conditions changed.

WAPA said the district remained heavily dependent on maritime fuel deliveries and said it was pursuing longer-term projects including solar expansion, battery storage, diversification of the energy mix, and generation upgrades.
