WAPA board approved amendments for Bovoni and Fortuna solar projects

The Virgin Islands Water and Power Authority said its governing board approved amendments to existing power-purchase agreements on Sept. 10, 2025, for the Bovoni Solar Farm and the Fortuna Solar Farm, both paired with battery energy storage systems.

WAPA said the amendments allowed the two renewable-energy projects to move forward. The authority said the projects would expand available energy storage capacity, allowing excess solar energy to be stored and used during peak demand periods or outages.

According to WAPA, the agreements separated the costs of solar generation and battery discharge. The authority said its analysis found the structure was in the interest of ratepayers and would provide predictable pricing.

WAPA Chief Executive Officer Karl Knight said the Bovoni project also fit into broader plans for a renewable-energy hub in the Bovoni area of St. Thomas tied to the Randolph Harley Power Plant.
