Bryan announced executive order establishing ethics code for executive branch employees

Gov. Albert Bryan Jr. announced on January 27, 2025, during his seventh State of the Territory Address, that he had issued Executive Order No. 540-2025 establishing a new Code of Ethical Conduct for the Government of the Virgin Islands.

According to Government House, the order applied to executive branch employees, including classified and unclassified workers, appointed officials and contractual workers. It replaced earlier policies and set standards on conflicts of interest, use of public office for personal gain, gifts and gratuities, decision-making, personal and professional conduct, whistleblower protections and penalties for violations.

Government House said the order took effect immediately and would remain in force until amended or replaced. It also said executive branch staff would undergo mandatory ethics training and that copies of the order would be distributed to government employees and made available for public review.
