WAPA board approved project extensions, change orders and equipment plans

The Virgin Islands Water and Power Authority board approved several water and infrastructure items during its Jan. 23, 2025 meeting, including a time extension for the Hannah’s Rest Water Rehabilitation Project, a change order for the Campo Rico Waterline Rehabilitation Project, and added time and funding for a GIS inventory assessment.

The board approved a seven-month no-cost extension for the Hannah’s Rest project, identified as Contract SC-02-23, moving the contract end date to July 3, 2025. WAPA said the project had been delayed by supply-chain disruptions affecting materials with an estimated four-month lead time, followed by about two months for installation. The authority said about 80% of the work had been completed.

The board also unanimously approved Change Order No. 2 for the Campo Rico Waterline Rehabilitation Project, Contract SC-03-23, increasing the project cost by $1,617,536.67 and extending the completion date to Feb. 28, 2026. WAPA said the added work would expand the water distribution network and include hydrants and service connections for existing and new customers.

For the GIS Inventory Assessment, Contract SC-07-23, the board approved a 10-month extension and a cost increase of up to $1,531,599.23. WAPA said the additional time and funding would support final project phases, including a more accurate count of field assets.

The meeting also included discussion of plans to increase water storage capacity on St. Croix, orders for equipment to improve leak detection and pressure assessments, and expected quotes for four bucket trucks. Board members also asked about safety protocols and workplace injury data for December 2024, and Interim Safety Director Gerry Simon provided an update, according to WAPA.
