The Virgin Islands Water and Power Authority said on January 27, 2026, that repairs were continuing after a Jan. 24 underground cable failure on Feeder 7B caused an outage near the Lockhart Mall and Wheatley Center intersection in Estate Thomas on St. Thomas.

WAPA said the outage, which began at about 2:30 p.m. on January 24, affected PMP Gardens, eastern portions of Estate Thomas, Raphune Hill, Market Square East, and areas from Donoe through Tabor and Harmony.

The authority said power had been restored by 11 p.m. on January 24 to all affected areas except Wheatley Center, Banco Popular and Wendy’s at Estate Thomas. Crews and a local contractor continued repairs on January 25 and January 26 to damaged underground cables serving those locations.

WAPA said on January 27 that full restoration for the remaining affected customers was expected by late that night. The authority said additional isolated outages could be required to complete the work.
