Bryan appoints Colette Monroe as Water Island administrator

Gov. Albert Bryan Jr. appointed Colette Monroe as Water Island administrator on Feb. 5, 2026, Government House said.

Government House said Water Island is part of the St. Thomas-St. John District. Before the appointment, St. Thomas and Water Island were represented by Acting Administrator Kevin Rodriguez, while St. John was represented by Administrator Shikima Jones Sprauve.

Monroe, a Water Island resident, previously served as a policy adviser at Government House under Govs. John P. deJongh Jr., Kenneth E. Mapp and Bryan.

In the role, Monroe is to serve as an on-island point of contact for residents, community organizations and government agencies, with duties including community engagement, issue tracking, follow-up with agencies and coordination with the St. Thomas-St. John District administration team.
