Bryan authorized lawsuit against VIGL over St. Croix racetrack contract
Gov. Albert Bryan Jr. said in his 2025 State of the Territory address on January 27, 2025, that he had authorized the Virgin Islands Department of Justice to sue VIGL Operations LLC in Superior Court, seeking damages and termination of the company’s contracts with the Government of the Virgin Islands.
According to Government House, the proposed lawsuit concerned VIGL’s failure to meet obligations to reconstruct the Randall “Doc” James Racetrack on St. Croix and resume horse racing operations.
Government House said VIGL had received repeated extensions and concessions, including a Casino Control Commission license in April 2024, but had not made meaningful progress on the racetrack project. It said the company had missed contractual requirements including posting an $8 million performance bond and had missed construction milestones, including a May 2024 groundbreaking deadline.
Government House also said VIGL received a formal notice in May 2024 to cure contractual defaults related to construction deadlines, but had made no substantive progress.
