Bryan said outdated laws blocked permit extension for St. John project

Gov. Albert Bryan Jr. said on Sept. 4, 2025, that outdated Virgin Islands laws were hindering private investment and job creation, citing the Legislature’s refusal to grant a two-year permit extension for the Summer’s End project on St. John.

Government House said the project was valued at more than $130 million. Bryan said the permit had already completed the required review and approval process and that the extension request involved no changes or modifications to the project.

In a statement, Bryan urged the Legislature to update laws governing such approvals. He also criticized Senate President Milton Potter over his defense of the existing process.

Bryan said the Legislature was relying on procedures created decades ago and warned that failing to modernize them would cause the territory to lose economic opportunities.
