Bryan asked Legislature to back merger of VI Lottery and Casino Control Commission
Gov. Albert Bryan Jr., in his 2026 State of the Territory address on Jan. 26, 2026, asked the 36th Legislature to support legislation merging the Virgin Islands Lottery and the Virgin Islands Casino Control Commission.
The proposal called for a unified regulatory framework for gaming activity in the territory.
According to Government House, lottery revenues came from traditional lottery games and video lottery terminals, with net proceeds supporting the Virgin Islands government through the General Fund and other designated purposes, including education, youth and community programs.
Casino gaming revenues, regulated by the Casino Control Commission, came from casino taxes, licensing fees and fines. Government House said those revenues were directed by law to regulatory enforcement, public safety, education, youth sports, agriculture, health services, tourism promotion and racetrack operations.
