WAPA announced 2026 Alva C. McFarlane scholarship program

The Virgin Islands Water and Power Authority announced on November 3, 2025, that its 2026 Alva C. McFarlane Scholarship Program would expand eligibility to students seeking a master’s degree in engineering.

WAPA said the scholarship program had historically been offered to graduating high school seniors and college freshmen and sophomores pursuing engineering and related technical fields.

Under the 2026 program, bachelor’s degree awards were listed at up to $80,000 for graduating high school seniors and college freshmen and sophomores, including University of the Virgin Islands students enrolled in or planning to enroll in the five-year engineering program.

Associate’s or technical degree awards were listed at up to $30,000 for graduating high school seniors planning to pursue an associate’s degree in electrical engineering technology, electronics engineering or a related field, as well as individuals planning to attend trade school or pursue technical-field certification.

Master’s degree awards were listed at up to $60,000 for students enrolled in an accredited graduate engineering program and for individuals holding a bachelor’s degree in engineering from an accredited college or university. WAPA said the master’s scholarship period would be limited to three years.

The authority said applicants had to be U.S. citizens, Virgin Islands residents and have no criminal record. Selection criteria included academic achievement, standardized test scores, community involvement and a panel interview. Eligible expenses included tuition, room and board, books, fees and supplies.

WAPA said the scholarship was named for Alva C. McFarlane, a former Virgin Islands Department of Labor director of apprenticeship and training who helped develop the program.
