Bryan granted clemency to eight people, commuting six sentences and issuing two pardons

Gov. Albert Bryan Jr. granted clemency to eight people on Feb. 13, 2025, commuting the sentences of six inmates and issuing full pardons to two others, according to Government House.

The commutations, effective immediately, reduced the sentences of Joseph A. Huggins, 80; Khalil N. Jafar, also known as Samuel George, 66; Carl E. Simon, 64; Kevin M. Callwood, 54; Romal K. Colbourne, 51; and Akeam Davis, 47, to time served.

Government House said Huggins had been incarcerated since 1988; Jafar had been sentenced in 1981 to life without parole; Simon had been sentenced in 1995 to life without parole; Callwood had been sentenced in 1990 to life without parole; Colbourne had been sentenced in 1994 to life without parole; and Davis had been sentenced in 2015 to 15 years.

Bryan also granted full pardons to Bernalyn Tomeau, 52, who was convicted of embezzlement in 1996 and a subsequent offense in 2003, and Delvin Delano Duggins Sr., 58, who was sentenced in 2009 to one year of incarceration with one month suspended.

In a statement, Bryan said the decisions did not diminish the impact of the crimes on victims and their families.
