WAPA board approved purchase of Randolph Harley Unit 27

The Virgin Islands Water and Power Authority’s governing board voted on June 26, 2022, to authorize Chief Executive Officer Andrew L. Smith to finalize the purchase of Unit 27 at the Randolph Harley Power Plant on St. Thomas.
WAPA said Unit 27 had operated for several years under a lease that ended on June 23, 2022. The authority said it had been paying $631,053 a month, or $7.57 million a year, under that lease.
Under the agreement described by WAPA, the authority was set to buy the unit for $6.75 million and make a one-time $145,000 payment to continue renting the unit until the purchase closed.
WAPA said Unit 27 was the plant’s most efficient generating unit after the Wartsila units. The authority also said the acquisition was being fully funded by the Virgin Islands government and that the purchase cost would not be charged to customers.
