WAPA said CEO Lawrence Kupfer’s tenure ended; Noel Hodge was named interim chief executive

The Virgin Islands Water and Power Authority said on March 9, 2021, that Executive Director and Chief Executive Officer Lawrence J. Kupfer’s tenure had ended and that Chief Operating Officer of the Water System Noel Hodge had been selected to serve as interim executive director and chief executive officer.

In a statement issued by Governing Board Chairman Anthony D. Thomas, WAPA also said Clinton T. Hedrington Jr., chief operating officer of the electric system, had chosen to retire.

WAPA said Hodge had served as chief operating officer of the water system since October 2016 and had previously served as acting chief executive officer. The authority said he was a civil engineer and a former power plant maintenance manager and director of water distribution.

The board said it would work toward filling the leadership roles on a permanent basis and said Hodge and a transition team would oversee day-to-day operations and continuity of service.
