Property and Procurement to require electronic contract submissions starting Nov. 1, 2019
The Virgin Islands Department of Property and Procurement said on Oct. 22, 2019, that it had begun implementing an electronic contract processing system for the Government of the Virgin Islands.
Beginning Nov. 1, 2019, government contractors were to be required to use the system to submit contracts to the department.
Property and Procurement Commissioner Anthony Thomas said agency heads and contract administrators were being trained to use SharePoint, a Microsoft 360 feature managed by the Virgin Islands Bureau of Information Technology.
Under the process described by the department, draft contracts would be submitted electronically and, after approval by Property and Procurement, returned for signatures by contractors and agency heads. Contract drafting, review and execution were to take place within SharePoint, with contracts signed using Adobe or DocuSign rather than being printed and submitted on paper.
