WAPA board approved contract changes, lease extension and truck purchase at August meeting

The Virgin Islands Water and Power Authority’s governing board voted on August 25, 2022, to approve several contract and procurement items at its August meeting.

The board approved a no-cost scope adjustment for project PR-03-22 involving gas-insulated switchgear at the Donald C. Francois facility. The change removed third-party NETA testing from the job scope and called for ABB, the equipment manufacturer, to perform acceptance testing, commissioning and warranty-covered work under NETA standards.

The board also approved Change Order No. 3 for contract SC-09-22 with On-Site Environmental, granting an additional 60 calendar days at no added cost for remediation of contaminated soil. WAPA said demolition and backfilling were needed to prepare areas for a urea storage tank tied to installation of new Wartsila engines.

In addition, the board authorized a second short-term extension of WAPA’s lease with Aggreko LLC through October 31, 2022, at a cost not to exceed $1.45 million under the same terms and conditions as the existing agreement.

The board also authorized the purchase of one Versalift hybrid bucket truck for $323,000. WAPA said the purchase would be fully funded through a U.S. Department of the Interior grant.
