A contractor for the Virgin Islands Water and Power Authority began manhole inspections on Emancipation Drive, also known as Hannah’s Rest Road, on St. Croix on May 21, 2024, as part of preparatory work for the Feeder 8B underground electrical project in Frederiksted.

WAPA said the inspections were expected to continue through about May 24, 2024. The work area began at Melvin Evans Highway and was moving north toward Frederiksted town.

The authority said water-filled manholes were slowing the work, with each manhole requiring about one to two hours to pump out and inspect.

The inspections were causing temporary single-lane closures along short sections of the road, with work starting as early as 7 a.m. each day. WAPA said no power outages were expected during this phase of the project.
