Bryan issued notice to enforce 1983 open-space law for Annaly Bay land
Gov. Albert Bryan Jr. issued a letter of intent on June 8, 2022, to the owners of a large tract of land in Annaly Bay stating that the Virgin Islands government would enforce Act No. 4881, a 1983 law requiring that at least half of the affected property remain open space.
Government House said the law covered 4,140 acres and required that not less than 50% of that acreage, including previously sold and currently owned land, remain open space under Title 29 of the Virgin Islands Code.
The administration also said the law required a perpetual conservation easement of at least 1,000 acres to be granted to the government. Bryan said the easement would be used for a proposed Maroon Sanctuary Park.
Act No. 4881 was enacted on Dec. 27, 1983, according to Government House. The letter stated that the government was preparing a proposed conservation easement for the property owners' review.
