Bryan submitted bill to amend Virgin Islands sentencing laws

Gov. Albert Bryan Jr. submitted proposed legislation to the 35th Legislature on June 4, 2024, seeking to amend sentencing laws for certain offenses in the U.S. Virgin Islands.

According to Government House, the bill would strike Title 14, Section 2254, and amend Title 23, Section 481, which require minimum sentences for certain weapons offenses. The changes would allow people convicted under those provisions to earn good time and be considered for parole.

The proposal also would amend Title 14, Section 923, which mandates life imprisonment without parole for first-degree murder convictions. Under the proposed change, courts would be allowed to impose sentences ranging from 25 years to life without parole, depending on the circumstances of the case.
