WAPA board approved five-year agreement with WEA union

The Virgin Islands Water and Power Authority’s governing board approved an agreement with the WEA union for a five-year contract term running from July 1, 2023, through June 30, 2028, at a meeting on Aug. 31, 2023.
According to WAPA, the vote on the union agreement was 3-0 with one abstention. Chairman Kyle Fleming, Member Cheryl Boynes-Jackson and Secretary Juanita R. Young voted yes, while Member Hubert Turnbull abstained.
WAPA also reported that a personnel matter passed on a 3-1 vote, with Fleming voting no and Turnbull, Boynes-Jackson and Young voting yes.
A legal matter also passed on a 3-1 vote, with Fleming, Turnbull and Young voting yes and Jackson voting no.
In an executive report to the board, Chief Executive Officer and Executive Director Andrew Smith said there had been no reportable safety injuries for the month and that the department had introduced a new tracking system for employee safety.
Smith also addressed discolored water on St. Croix and said WAPA was working with the U.S. Environmental Protection Agency and the Department of Planning and Natural Resources on additional near-term solutions. WAPA said the water quality met the EPA’s minimum requirements.
