WAPA board approved contract extensions and transformer repair increase on November 30, 2023

The Virgin Islands Water and Power Authority board approved several electric-system contract actions at its meeting on November 30, 2023, including time extensions for generation and pole projects and a cost increase for transformer repairs.

Under planning and economic development items, the board approved an extension through March 31, 2024, for contract SC-33-20, the Randolph Harley New Generation Project, to allow completion of LPG interconnection, LPG commissioning and remaining work before project closeout. The board also approved a no-cost 24-month extension for contract SC-24-21, the Hazard Mitigation Composite Pole Project, and a no-cost extension through December 31, 2024, for contract SC-14-20 for installation of composite poles on St. Croix.

Under finance and audit items, the board approved a cost increase of up to $1,608,230 for contract SC-05-24, the ABB Inc. Transformer Repair Project, to repair the East End DT1 transformer. It also approved an amendment to contract SC-20-21 with Haugland Virgin Islands for construction of a transmission bypass line, extending the contract through August 31, 2024, at a total amount not to exceed $14,966,458.62.

The votes on contracts SC-33-20 and SC-05-24 were yes from Chairman Fleming, Member Turnbull, Member Boynes-Jackson and Secretary Young. Member Selwood was absent.

The votes on contracts SC-24-21, SC-14-20 and SC-20-21 were yes from Fleming, Turnbull and Young, no from Boynes-Jackson, and absent for Selwood.

The board said it discussed legal and personnel matters in executive session and took no action.
