WAPA board approved contracts, security coverage and insurance items at March 25 meeting

The Virgin Islands Water and Power Authority’s governing board approved a series of electric, water, security and insurance items at its March 25, 2021 monthly meeting.

According to WAPA, the board unanimously approved a price increase and contract extension for phase two of the Frederiksted Waterline Rehabilitation Project; a contract extension for equipment installation at the Estate Richmond Power Plant by Fortress Electric; and a no-cost extension of a contract with RG Engineering tied to redundancy work at the St. John electrical substation and transformer testing at the East End electrical substation on St. Thomas.

The board also approved procurement of cables and other equipment from American Wire Group for the St. John underground electrical project, 24-month contracts with Comprehensive Security Concepts Inc. for security guard coverage at facilities across the territory, and limited extensions of guard-service contracts with Comprehensive Security Concepts Inc. and Vigilant Investigative Services LLC while new two-year security contracts were executed.

Other approved items included the Bovoni Point wind project on St. Thomas, revised contract administration guidelines, and a three-year general liability insurance contract with Theodore Tunick & Company beginning in April 2021.

WAPA said the board met in executive session and later voted publicly to authorize the board’s counsel to oversee all WAPA litigation matters and the implementation of policies approved by the governing board. The board had previously retained the law firm McChain, Hamm and St. Jean LLP as its legal counsel.

WAPA listed the board members in attendance as Chairman Anthony D. Thomas, Vice Chairman Jed JohnHope, Secretary Juanita Young, and directors Joel Lee, Kyle Fleming, Elizabeth Armstrong, Hubert Turnbull and Cheryl Boynes Jackson.
