WAPA said it would not disconnect delinquent accounts during COVID-19 emergency
The Virgin Islands Water and Power Authority said on March 28, 2020, that it would not disconnect delinquent electric or potable water accounts for the duration of the COVID-19 state of emergency.
WAPA said the non-disconnect policy had taken effect during the week of March 16, 2020, and would remain in place until further notice.
The authority also said customers had received 60-day bills in March as it worked to catch up on billing for service already provided. WAPA said the billing lag had grown each month since May 2019 because its automated metering system had not been fully restored after hurricane damage.
WAPA said customers who were able to pay were encouraged to do so because the utility depended on electricity and water revenue to cover fuel and other fixed costs.
