WAPA said St. Thomas road closures were tied to generator transport

The Virgin Islands Water and Power Authority said on June 9, 2022, that a series of road closures on St. Thomas had been required to move electrical-generation equipment from the Crown Bay Homeport Dock through Subbase to the Randolph Harley Power Plant.

According to the authority, the transported components included equipment for additional Wärtsilä generators planned for the plant. WAPA said the Randolph Harley plant already had three Wärtsilä generators in service and that grant funding secured with the Virgin Islands Housing Finance Authority and the Office of Disaster Recovery allowed the utility to acquire four more generators without direct purchase costs to the utility.

WAPA said the additional generators were scheduled to come online in early 2023, though it was seeking to place them in service sooner. The authority said the new propane-fired units were intended to improve generation efficiency and provide more fuel flexibility.

The release also said WAPA personnel moved components, including a transformer and a urea day tank, on June 4, 2022, at about 5:30 a.m. Atlantic Standard Time.
