WAPA board approved contract extensions, security deal and emissions-monitoring upgrade

The Virgin Islands Water and Power Authority’s governing board approved several contract actions at its July 27, 2023 meeting, including time extensions, a security-services contract and an emissions-monitoring upgrade.
Under its Planning and Economic Development Committee items, the board approved an 18-month no-cost extension for FXB Inc. for feeder undergrounding and project management services under Contract SC-29-20, extending the contract from October 17, 2023, to April 17, 2025.
The board also approved a no-cost amendment to update Exhibit C for Contract SC-05-23 with West Peak Energy to increase allocated labor hours and add services for claims review and LPG design and engineering review.
In addition, the board approved no-cost extensions for Contracts SC-31-21 and SC-32-21 with Comprehensive Security Concepts Inc. on St. Thomas, St. John and St. Croix through August 31, 2023, for continued security at WAPA plants and facilities.
Under Finance and Audit Committee items, the board approved an addendum to Contract SC-30-17 with Teledyne Monitor Labs for an additional $305,980 to upgrade the Wärtsilä continuous emissions monitoring system.
The board also approved a contract with Comprehensive Security Concepts Inc. for security guard services at facilities on St. Thomas, St. John and St. Croix at a cost not to exceed $4,374,996 for two years, with an option to extend for one additional year at the same rates.
