Virgin Islands agencies announced COVID-19 operating changes on April 6, 2020

Government House said on April 6, 2020, that multiple Virgin Islands government agencies had changed operations to reduce in-person contact during the COVID-19 emergency.

The notice said the Bureau of Corrections suspended in-person visitation, volunteer programs, work details and furloughs at correctional facilities until further notice. The Bureau of Internal Revenue said the 2019 income-tax filing deadline had been extended to July 15, taxpayer assistance had been suspended, face-to-face appointments had been canceled until mid-April, and the St. John office had closed.

The Bureau of Motor Vehicles said it would remain closed until May 4, with a waiver of inspection requirements for customers who registered vehicles online through May 31, 2020. The Department of Education said public schools would remain closed through April 30 and that school meal distribution had been consolidated to once daily.

Other agencies limiting or suspending in-person services included the departments of Justice, Planning and Natural Resources, Property and Procurement, Public Works, Tourism, and the Division of Personnel, according to the notice. The Department of Public Works also said all VITRAN routes had been suspended until further notice.

The Judicial Branch said remote hearing protocols had been implemented for essential emergency matters and that public traffic to the courts would be limited to those matters. The Legislature said it had postponed hearings and meetings in both districts and closed its facilities to the public.

Government House also listed modified operations for the lieutenant governor's office, the Office of Collective Bargaining, the Office of the Territorial Public Defender, the Office of Veterans Affairs, the Virgin Islands Police Department, the Virgin Islands Waste Management Authority, the Virgin Islands Water and Power Authority, and other agencies and public entities.
