Bryan called special session for April 5 on proposed $150 million line of credit

Gov. Albert Bryan Jr. sent a letter on March 23, 2023, to Senate President Novelle Francis Jr. calling the 35th Legislature into special session on April 5, 2023, to consider legislation authorizing the Virgin Islands government to establish a $150 million line of credit.

According to Government House, the proposed borrowing would be used to supplement federal contributions for recovery projects in the territory, initiate other specified recovery projects, assist with negotiated settlement obligations on behalf of the Water and Power Authority, and provide funding for authorized government operations.

Government House said Bryan told Francis that members of his financial team would be available during the special session to provide clarification, testify and answer senators' questions.
