The Virgin Islands Water and Power Authority said on April 24, 2024, that rotational outages on St. Croix had ended after repairs at the Richmond power plant increased available generation capacity.

WAPA said the earlier rotational outage on April 16, 2024, occurred because Aggreko units were offline because of nonpayment. It said the later outages that continued through April 24 were caused by repairs to Unit 20, an older generation unit with an oil leak in its cooling system, and maintenance on three Aggreko units after they were returned to service.

According to WAPA, the available generators at the plant were unable to handle loads above 38 megawatts during peak hours while those units were out.

WAPA said Unit 20 had been repaired by April 24 and that one of the three Aggreko units had also been repaired and returned to operation.
