The observance began in June and concluded on July 3, 2019, to commemorate Emancipation Day in the former Danish West Indies, now the U.S. Virgin Islands.

In the proclamation announcement, Bryan said the U.S. Virgin Islands had continued to contribute to Caribbean and American culture and called on residents and leaders to reflect on the significance of the July 3 and July 4 celebrations as the territory marked the 171st anniversary of emancipation.
