WAPA presented FY2024 budget to Legislature and reviewed FY2023 operations

The Virgin Islands Water and Power Authority appeared before the 35th Legislature of the Virgin Islands on July 18, 2023, to present its fiscal 2024 budget and review fiscal 2023 operations.

According to WAPA, the budget was prepared using a bottom-up planning process focused on financial management. The authority said it was also working to fill critical vacancies and had revised employee health insurance premiums as part of its retention efforts.

WAPA said the revised Gold Health Plan set dependent coverage at an 80%/20% split and would increase the authority’s annual premium cost by about 1.1%, or less than $70,000 a year.

The authority also told lawmakers it wanted to reduce its reliance on month-to-month office leases in an effort to streamline operations and cut costs. WAPA said lawmakers indicated a willingness to assist in the search for commercial properties that meet federal and local requirements.
