Bryan issued proclamation marking former Gov. Juan F. Luis’ birthday on July 10

Gov. Albert Bryan Jr. issued a proclamation on July 9, 2020, commemorating the July 10 birthday of former Gov. Juan F. Luis.

Luis first became governor of the Virgin Islands after the death of Gov. Cyril King. He later was elected as the territory’s third governor and served two terms, which the proclamation said made him the longest-serving governor in Virgin Islands history.

The proclamation said Luis also served one term in the Legislature before running for lieutenant governor with King.

Luis was born on Vieques and moved with his family to St. Croix when he was 2 months old. In 1958, he graduated as valedictorian of the former Christiansted High School.

The proclamation credited Luis with helping establish the territory’s current health-care system and with lobbying for federal funds used to build Juan F. Luis Hospital on St. Croix, Myrah Keating Smith Clinic on St. John and Schneider Regional Medical Center on St. Thomas.

Luis died on June 4, 2011, at the St. Croix hospital that bears his name.
