Bryan signed 10 bills passed by 33rd Legislature and acknowledged three resolutions

Gov. Albert Bryan Jr. signed 10 bills on May 29, 2019, that had been passed by the 33rd Legislature on May 14 and 15, including a measure extending the deadline for rules and regulations governing medical marijuana and a bill restricting the sale of taxi medallions issued to veterans.

Government House said Bryan also acknowledged receipt of Resolution No. 1852, which reorganized and re-established the Majority Caucus of the 33rd Legislature, elected new Senate officers and reappointed committee assignments.

Bryan signed Bill No. 33-0006 on taxi medallions, but in a transmittal letter to Senate President Novelle Francis Jr. said additional amendments were needed to avoid infringing on veterans' benefits. He said the bill, as written, also limited veterans who obtained medallions at the regular auction.

He also signed Bill No. 33-0067, extending the deadline for the Cannabis Advisory Council to establish rules and regulations for medical marijuana.

Bryan signed Bill No. 33-0070, authorizing the Virgin Islands government to secure a revolving credit facility to pay outstanding obligations pending the receipt and disbursement of federal hurricane recovery and restoration funds.

He also signed Bill No. 33-0032, requiring the Office of Management and Budget, the Finance Department and the Bureau of Information Technology to establish websites providing public financial information about agencies.

Bryan said he had reservations about Bill No. 33-0014, but signed the measure increasing the appropriation from the Internal Revenue Matching Fund to the Government Employees Retirement System from $7 million to $10 million, with 60% allocated as direct contributions and 40% as outstanding employer contributions.

The governor also signed four lease agreements approved as Bills Nos. 33-0047, 33-0048, 33-0049 and 33-0066, and signed Bill No. 33-0073, which amended the official zoning map for St. John for Parcel No. 285 Estate Contant and Enighed.

Government House said Bryan also acknowledged receipt of Resolution No. 1850, which petitioned Congress to provide subsidies to the Virgin Islands for earned income credits and child tax credits, and Resolution No. 1851, which honored 2019 State Teacher of the Year Kerra Samuel.
